Change the weights. Follow the effects.
Explore a hypothetical next funding cycle using a published snapshot. Every institution competes for the same fixed pool. Changing the reference snapshot resets the scenario.
Proposed weights here are unconstrained policy choices, not approved mission weights. The default review treatment rebases all institutions before measuring performance: weights alone produce no transfer. Add performance assumptions to test how different weights reward future gains.
Set mission weights and outcome assumptions
Edit any university. Its assumptions remain in place when you switch to another university.
All 22 institutions are in the calculation
Enter a proportional change to each institution’s weighted outcomes. University-specific outcome changes above apply as well. Community college weights stay at their published values.
Who gains, and who gives up share?

How this simulation handles the fixed pool
- Start with a complete 22-institution THEC recommendation snapshot. Its published funding amounts establish the reference shares. Both the reference and simulated allocations use the same funding pool.
- For each university, multiply each published scaled outcome by its proposed mission weight. Apply any outcome-specific and institution-wide performance changes. Community colleges use their published weighted outcomes with the institution-wide change.
- Recalculate the system’s weighted outcome total. Fixed-cost points = system weighted outcomes × the model’s fixed-cost constant × institution fixed-cost dollar share. Thus peer performance can affect a university’s fixed-cost points even if its own outcomes stay unchanged.
- Keep fixed-cost dollars, QA scores, scales, premiums and model constants fixed. QA points = (weighted outcomes + fixed-cost points) × the QA constant × QA score / 100.
- In Rebase at review mode, calculate each institution’s baseline points using the proposed weights and unchanged reference outcomes. Compare the performance scenario with that rebased baseline. This illustrates a funding-neutral review transition, not a claim about the next THEC review’s approved calibration.
- In Immediate redistribution mode, compare scenario points with original-weight reference points. This explicitly hypothetical treatment allows reweighting alone to move money.
- Multiply each reference funding share by its scenario-to-baseline point ratio. Divide all resulting shares by their system-wide sum. Multiply the normalized shares by the fixed pool. Every dollar gained is offset elsewhere.
The total-point share is not used as the funding share. The simulation uses prior funding-share adjustment and normalization. It does not estimate a university’s cost of producing more outcomes, model future legislative initiatives, enforce future review constraints, or represent actual enacted appropriations. Relative funding gains are not a measure of educational value or net financial return.
